Graphics card?
I currently dont have a graphics card and need to get one what would be a good graphics card for my build also i should probably change out the motherboard and ram also.
Specs.

CPU Intel Core i5 4460 @ 3.20GHz
RAM 12.0GB Dual-Channel DDR3 @ 798MHz
Motherboard Dell Inc. 088DT1 (CPU 1)
storage 931GB Seagate ST1000DM003-1CH162 (SATA)

You don't really need to change the motherboard, if it has a pcie slot for a graphics card it will be ok. But what really matters is the power supply, you didnt say what you have.

You can just open up the case and look at the label on the power supply. I don't think any program can show you the power supply model or specs.

Try Nvidia. They have some of the best graphics cards out there. :B1:
It's safe to say that when you have Dell Inspiron office bundle without graphics card then you need new power supply too.
You dont need to swap out motherboard and RAM.
Here are two options for PSU and graphics card depending on your budget, both cards are short versions so should be no problem fitting inside Dell Inspiron case:

Most Dell power supplies also don't have common 6 or 8 pin power connectors cables with them. Best bet find a GPU that doesn't require a power connection. And I think most Dells PSU are rated around 255W max I know OptiPlex is...some XPS and Precision Models slightly higher.

A single 6pin can usually be gained by converting a spare sata or molex cable with an adapter. Or in the worse case you can unplug the dvd drive (if you dont really need it) and convert its cable... Not the best way to power a card, but should be enough for lower end ones.

Yes, as long as he as the cables to do so, never said he couldn't only stating a fact that there typically isn't one provided in most Dell machines.
If you want a low powered yet an entry level GPU that doesn't require 6 pin connectors, go for GTX 750 Ti, If you want a long lasting, best for 720p gaming, go for the GTX 960. The rest of your specs are fine. But if you go for the GTX 960, change your PSU!

Dell doesn't follow the classic ATX standard either. They are either micro ATX or BTX in some older machines. So a standard ATX PSU upgrade might not work. I've seen it happen in OptiPlex 700 and 900 series towers.

At the end of the day we don't know what is existing PSU, we don't know even the budget for this upgrade so it is just pointless arguing. When author posts his full specs and budget, then we will have some meaningfull advice.
From what I understand it requires two SATA 15 pin connectors to make one 6 pin adapter as well, so be aware. I'm not sure who you think is arguing, I'm just stating known facts about Dell and their architecture. if his motherboard is Dell, you can pretty much bet the entire case is Dell including the PSU. I know no one in their right mind that would consider a Dell motherboard in a custom build...just not made for great gaming usually. Except maybe a higher end XPS or Dellianware.

Wait, so MoBo should also be considered when buying a gaming PC? because I bought a MSI B85m-G43 MoBo and didn't put much thinking into it (except of course which processor, how many PCie slots and which type of ram) are there any other factors as well?
Dell Inc. 088DT1 motherboard has 24-pin power connector so you are fine using normal ATX power supplies.
I would really not try to run GTX 950 without replacing the power supply, GTX 750 Ti would probably work but it's kinda iffy too, best would be just swapping out the power supply if you want to use decent graphics card.
