Select the Region you want and add/remove additional languages as desired. You have to have at least one language there.

Start > Settings > Devices > Device Manager (at the bottom under Related Settings)
First select View (from the top menu) > Show Hidden Devices
Then take a look under "Keyboards", there might be multiple ones (some could of been hidden too), right-click uninstall them or "Update Driver Software" and point it to the new keyboard drivers folder.
Install new keyboard driver. You need at least one keyboard driver there or Windows will install it's own.
Then under your "Region & Language" have setup the multiple languages (if that's what your after) or just one. If you have multiple languages: A lanuage bar option will show on the task bar, allowing you to toggle between the different languages and work with the one your after.
