As for performance, most gaming laptops throttle down when on battery power. If they were to go full tilt, they'd drain the battery so quickly it would literally overheat and burst into flame. You need to be plugged in when gaming if you want the full power of the hardware.
Besides that, charge level in itself has no effect on performance.
Limiting charge percentage will increase battery life. If you have a Dell laptop, there are bios options to set it.
Leave it plugged in while gaming, so you get full performance.

Actually you never know if 0% or 100% are the actual numbers. So the rule of thumb is: Between 30% and 85% is optimal.
To store it it may lose 5% per month, so keep that in mind to stay in that range.
