youtube buffers every few seconds when playing 8k 60 fps videos on my pc, why? how to fix?
I remember this wasn't an issue when I built this pc back in 2019, I'm using 3900X 2070S 32GB RAM NVME SSD with windows 10 pro... and I can see the internet buffers status on the playback bar is fine...

yet the video keep buffering every 3 seconds or so... and I swear I remember this wasn't an issue before, I don't remember when this issue started, possibly after one of those sneaky chrome update or/and windows update.especially the H2 2020 update or something.

any clue as to what's going on here? how do I fix this?

Never, I'm kinda afraid of doing that, could it mess up my internet? I mean, what if suddenly my internet doesn't work somehow?

What is table routing anyway?

unplug the router wait 10sec and plug it in again does the exact same thing

the router saves common requested ip addresses the dns resolver gives, so it does not need to keep asking for them again

and routing table is what lan/wifi devices are connected

too much junk like that in the routers memory can cause some problems

what, if that's the way then I has already very often do that with restarting my router and also often having my electricity down, so clearly that doesn't do anything to my youtube issue...

this is insane, I believe this is started by windows update or something, I swear IIRC I did not have this issue when my pc was new.

Disable Router Firewall and set that DNS to 1.1.1.1 & 1.0.0.1

This way it will apply to all connected devices. After this change is fully applied, power cycle the modem/router

Please, do you people get it? The light grey buffering bar can be seen moving at way ahead of the red playback bar and the video would still be experiencing 3 seconds interval buffering and stuttering.

Well thanks everyone, looks like this is a mystery we have little hope to solve atm. At least now I found another person with ryzen pc experiencing the same issue, maybe this is amd specific issue? Who knows, maybe if more people can join this discussion and mention the same issue with amd cpu then we can start understsnding what's going on.
Then what do you want to be told?

If you are told it is your internet, you say "the buffer bow looks ahead". I wouldn't put much stock in that myself but you do you. If it is stopping and buffering, then there is a reason, and likely it is because you have a limitation somewhere (either the service isn't feeding it to you fast enough, the connection between you and it isn't, or your PC isn't keeping up, and the last of the three is the least likely IMO).

If you are told it's the service, you say you've tried at different times. This doesn't entirely rule it out but I think this is least likely than the first.

You come out in front of things saying your PC is fine because utilization is low and it never used to do this. I do agree that it's likely not your PC although problems can come with time as the only change on the surface.

You've been given fair suggestions but you don't want to hear any of them. I highly doubt it's because Ryzen has some particular problem with 8K 60 playback. You can almost entirely rule this out by enabling hardware acceleration in your browser (if you normally have it disabled).

I'd try myself (I have a Ryzen), but I don't know to force 8k videos to play because I have a 1200p screen and DSR caps me at 2400p.

What is your internet speed, and how are you connecting? (wired or wireless). I highly suspect this is a network issue rather than some niche issue specific to your CPU.

First, Id check to make sure your computer clock and timezone is correct.

Id also not use wireless (definetly not 2.4GHz) Im unclear if you are wired or wireless.

Did youtube recently change its encoding to av1 for these higher resolution videos?

You might be missing "AV1 Video Extension" its free on the micrsoft store and I see it listed as supported with the 3000 series

Plus regarding the 8K/60 buffering; there are very few videos on YT that are 8K @ 60. Most are just 8K, which means its 8K/30 when it doesn't actually show /60 as an option in the res quality selection options.

I‘m pretty sure it has something to do with the browser. Had seen the exact problem.
Check if you have hardware acceleration enabled in the browser, otherwise the CPU will do all the decoding.
I have R7 3700X in my system, when in software mode watching youtube 8K 60 fps, the buffer icon will show up every few seconds. When switched to hardware decoding, it plays well.
Also, Intel CPU seems better at 8K playback, no matter using hardware or software decoding. With GPU doing all the decoding, my 3700X still drops about 5% of the frames, in 60fps mode. That doesn't effect the viewing experence that much but it's there. On the other hand, I tested on a i7 8700, it didn't drop even 1 frame.

Ryzen = Disable all the power saving junk in the BIOS.
Install latest AMD Ryzen Chipset Driver.
Set Windows Power Options to High Performance or AMD profile.
