how to reset the operating system on panasonic toughbook "help"

hey bros anybody know how to reset the operating system on a Panasonic Toughbook model cf-t8 I got the laptop used on ebay and the seller wiped the whole harddrive so my question is there anyway to restore the computer back before the seller erased the harddrive or is the any other way to do it I just want to save money so help if anybody knows how to do it message me back thanks in advance for all awesome help thanks so much !

If the entire hard drive was wiped, including the recovery partition that was on it if there was one, then contact Panasonic and see if you can purchase the recovery media. If not, then purchase an OS for it.

If it has a recovery partition:

Press F2 on boot, go to the Exit page in Bios, select Recovery Partition.

If you do not have the original Toughbook Restore or recovery disc for your Panasonic Toughbook CF-T8, CF-19, CF-30, CF-31 then you can buy / download the image here or CD / DVD disk.
