Have you tried running the Web Installer from the Microsoft website?
And just curious, but what GPU do you have?

try this:
1. download directx 9.0c redistributable from filehippo
http://www.filehippo.com/download_directx/
2. extract directx 9.0c to a folder using winrar (pay), winzip (pay), or 7zip (free)
3. navigate to folder where you extracted directx 9.0c and run setup.

It's as simple as downloading the Redist June 2010 (so you ensure to have all DX9 Library Files) and then extract and run DXSETUP.EXE (by right click this file and run as admin) ~ The same as we've doing on WinOS since we've needed DX.

After it completes, reboot. If you still get DX related errors; that is most likely due to your GPU Drivers.

Many games can throw up other red flags (errors) of similar due to your Win10 not having .NET Framwork or Visual C++ Runtimes; so ensure u install all those. Under Win10 u must manually re-enable .NET Framwork from Control Panel > Programs and Features > Turn Windows Features On/Off in order for .NET to get enabled/installed into your Win10.

For Visual C++ download and install all those Redist Packs:
2005, 2008, 2010, 2012, 2013, 2015
If you have 64bit OS; then u will need to install both x86 and x64 versions of each.

2005 - 2013

Had the same issue, your tip worked perfectly. Basically, directx library on windows 10 just misses one file named dx....39.dll, don't remember the exact name. I could have downloaded that file only, but your method worked fine. Thanks.
