With GPUs, somewhere around I'd say the $250 to $350 has traditionally been the best value in the recent decade or so, but a GPU like that might be overkill for some, and inadequate for others. Faster is more expensive, but usually by a disproportionate amount. Likewise, lower is cheaper, but you may either save 5 times the cost and get 1/6th or 1/8th the performance OR it's simply too low on performance for many games (but better suited for older games, as for lighter gaming).
CPUs are even a more mixed bag, especially with multiple cores coming into the picture.
RAM is mostly just a case of getting enough, but some users may want better performing RAM too.
Storage needs vastly vary. Some need a lot of storage where SSDs are ill suited (very high cost where the performance isn't important) whereas others don't need much storage at all.
As was said, it varies based on the user. If someone has low needs, what they will be best served by is something vastly different, than, say, a video editor, which may be different than, say, an artist, which may be different than, say, a gamer, and even within these different types of users, there's different needs. For all the parts that go into a PC (including peripherals, of which some use cases might have some that others don't at all, such as a streamer or an artist), different weight is applied depending on the budget, use case, and preferences of the user(s).
