Computer slow on startup. Bottleneck or just bad setup?
I'm sure this is a common problem. I have had it with every computer I have ever owned, but seeing as how this computer is the most expensive and best computer I have owned/used, I feel like it shouldn't be doing this. When I start my computer it acts really slowly. It tries to load one program at a time, but should it stop responding everything will break down. I always have two windows of Google Chrome open, with ~15 tabs open, as well as Steam, and maybe Windows Explorer or Task Manager (which stops responding a lot when starting up). Here are my specs:

I've seen someone with a similar CPU the same problem, but someone said it was the motherboard not sending sufficient power for the 8 core CPU. I feel like that would be the problem, because I managed to see the CPU usage after startup. It peaked at 100%, and Drive 1 usage was at 100% for a while. I recently upgraded the ram (doubled it, added the 8gb stick) and the GPU (from AMD Sapphire 270x OC to what it says above). The only things not upgraded that I believe could be the problem are the CPU and the Mobo, but both of those are expensive and I would prefer to upgrade only what I need (and that includes both if necessary).

Also, this rig is used mainly for gaming. I would probably stream if I could, but I get really low framerates when OBS is streaming, which I feel is due moreso to the GPU rather than the CPU. I also don't do any rendering or editing but this rig is sufficient enough for that.

Try using your SSD for OS (I was getting similar results until I got one). And personally, I wouldn't mix RAM. Is everything running as it should, once it's booted? But yeah, 500w is just enough I think, but only just.
Switch your OS onto the SSD.
Disable Cool'n'Quiet in the BIOS
I would have to reinstall Windows on the SSD. I have the time, I just don't feel like it. Maybe when this drive poops out I will replace it with another SSD and use that for the OS drive. I used the same brand of ram. I knew that there might be problems with that, so I used the same exact one, just double the amount on one stick. Everything runs smoothly after it has booted, mostly. Sometimes if a big program stops responding (big as in, how much it is used normally) such as Chrome or Steam, it will freeze pretty much everything until I manage to close the original program causing the issue or until it goes away on its own. The PSU wasn't what I meant when I asked if there was a bottleneck. I know (roughly) how much free room I have with this PSU, I am just wondering about how much power the Motherboard feeds to the CPU. If the CPU doesn't have enough juice from the Mobo, it won't be able to use all cores efficiently, causing the slowdown I have on bootup.


I forgot to mention: the SSD doesn't have a whole lot of space. It is small compared to a HDD, and I use it for games only. I have Fallout 3, Fallout 4, Fallout New Vegas, CS:GO, Skyrim, and Battlefield 4 on the drive. I have used up about half of the drive, with 115 GB free of 223. That would probably be enough space for Win 8, but I don't know.

You already seem to have an SSD, only you installed the OS on the super slow laptop HDD by mistake. Reinstall your OS, put it on the SSD, and use the HDD for music and documents and the like.
I didn't install the OS on the slow laptop HDD by mistake. That was how it was made. I reused the drive from my laptop in my desktop as I was building it, so I wouldn't need to buy a new drive and transfer everything. I had installed Win 8 on it to get rid of the Win 10 demo without resetting to the default Win 7 install. I don't know why I was such a lazy prick, but I guess it was due to money. I think I had some left over, but I don't remember. It was a year ago next month that I built the pc. When I get some money this Christmas I will buy a new (and larger) SSD and spend some time transferring everything over. Thanks everyone.
