I certainly wouldn't suggest paying 200 euros for one, its an old card. If you are getting it free or very cheap (say 20-45 euros) then it would probably be worth it, they still play games well enough.
If you are going to spend 200 euros on a GPU though, look at the GTX 960 or R9 380. Both would run circles around both a GTX 460 or GT 740.
vs650 will be fine with those gpus
I mean, it is still slightly better than the gt 740, but it is still terrible and not worth upgrading to. If you are desperate for a cheap upgrade you better look for something like gtx560 ti/gtx570 on ebay. But even then it's a gamble, because there are not that many 400/500 series gpu's left, and many of them are heavily used or defective.
