I would get a quality PSU, like Corsair, Silverstone, XFX, EVGA
Better performance and less power usage at a similar price.
And yes, a GTX970 will run comfortably with a 650W PSU.
Forget the PSU that you listed, it is not a good PSU. Go with something good, like the EVGA 600B that _I_ kindly suggested.

I'd also recommend not buying a 780 Ti... For that price point, you can do better and get a 980.. which outperforms it and will have all the latest features and tech.
Get a quality PSU like other said. And yes EVGA 600B would be fine for GTX 780 Ti and the entire system; even if u have a higher wattage CPU such as AMD FX-8 series.
Unless you are getting that 780 Ti cheap, I would advise just buying a new un-used GTX 970 instead.
The minimum for that card is 600w so your just inside the limit.
