press F8 while the computer is booting up? (boot in safe mode)

disconnect non-essential usb devices aside from keyboard and mouse?
Been trying but this damn Windows 10 keeps fighting me!
If required, from another PC - download and create a Win 10 Media Disk or USB:
https://www.microsoft.com/en-us/software-download/windows10

Boot into Windows Recovery Environment (booting from disk, F8, or holding shift key while restarting).

Click on "Repair your computer".

Click on "Troubleshoot" and in the "Advanced options".

Select "Command Prompt".

Type the following commands into the prompt and press Enter key after each command.

bootrec /fixmbr
bootrec /fixboot
bootrec /scanos
bootrec /rebuildbcd
The install takes a while, you should have just let it sit there..
If you turned it off while it was booting you could have screwed the whole thing

Thanks I'm making the media disc as I type this on my roommates PC. I'll let you know how it goes. This is going to be a long night either way now :(

Was sitting there for a half hour. After it froze. This wasn't from the installation. Was cause by it locking up.
I've tried what you said. Tried system restore and nothing. Said system restore couldn't be executed. I may just have to format and do a clean install /angry :(
Have you tried booting into safe mode?
I can't even get it to boot up the damn recovery 95% of the time. I'm ready to call it quits for the night before I lose my temper.
Try removing and alternating one of your RAM sticks and try booting up
i've found that such issues can indicate a faulty RAM stick.. it may not be the case, but its worth troubleshooting
I just reset the entire PC. It backed up the files. Question is what purpose does the Windows.old folder serve? Can I restore those programs or should I delete it after I take what I need from it. Needless to say it takes up almost 700gb of my 1TB cause I had a lot of steam games installed.
Thats the previous installation, as for what you can do with it someone else will have to answer that or you can search for it.. I dont backup everything or use system restore, i just backup what i want to save to a thumb drive and do a full reformat.. so i cant say for certain.
The "Windows.old" is your previous Operating System. Under Windows 10 System Restore you can return back to it. It's normally kept for at least a month - so long you have the hard drive space available. Windows Clean Up Tools will wipe it otherwise.
windows.old contains your old files/folders.
you can browse and copy files/folders useful to you.

if after a month, you are already sure that you don't need anything from it, you can safely delete windows.old folder
Since most of it was just steam games I deleted the old windows folder through disk cleanup. Worse part of this whole night was no Fallout 4 :(
