About the PSU, I have read that corsair is a good reliable company and that particular PSU had a good rating and reviews. Is it that I should get a better quality PSU based on my build?
For the video card, I was thinking the 960 was good enough since med-high is all I really need, and I primarily play League of Legends which isn't as graphics intensive.

and what I have been reading, I think the old CX series was below par, but the current v3 CX PSUs are good enough and are greatly improved.
The 960 is still a potent card that can max many games at 1080p. It's a little weak for newer AAA games, especially ones needing more than 2GB VRAM. If you don't care about fully maxing settings then the 960 is good enough or go AMD and get a 3 or 4GB card around the same price. The R9 280 3GB 384-bit is about the same price or the 380 4GB 256-bit.
Only Corsair's top units are good quality. The rest use cheaper parts. Technically you should be fine with the CX600 and those specs. It's not that bad for a cheap unit and that is a low powered build. The question is how long will it work before dying. Then again the most expensive PSU can die on you in a week after purchase also. ha
I have personally seen the CX600 gamed on hard for over two years without any issue. You should be fine. The PSU is not something to skimp on and the automatic response is to get something better.
The 960 is probably good enough for me, however there is a 4GB version of the 960, but I have read that is offers no noticeable benefit/ performance increase and is a slightly higher price.
Based on reviews and a somewhat tight budget, I think I may settle for the CX600 or even possibly the CX750 (though I think I won't need the extra power). This build should last (with upgrades every now and then) maybe 3+ years?

SeaSonic is the king of power supplies. The SeaSonic S12II is a tier 2 unit considered to be pretty good.

There is an R9 290 4GB 512-bit on NewEgg for $219. It's only a reference design. It would need a case with good airflow.
