If i have i7 4790k with gtx970 , will i be able to support dx12?

Make dure youve got WIN10 aswell, otherwise no DX 12
DX12 will be a tiered deployment. Most GT/GTX 4xx or higher series GPU will support some aspects of what DX12 will deploy when it hits. Now whether all cards will fully support all DX12 features once fully implemented remains to be seen.

Not supporting as in no longer a primary focus? Then yes. The driver released yesterday still covered them officially.

However we know that series that old will no doubt have trouble keeping up with rendering of the latest game graphics alone, not to mention whatever extra visual enhancement DX12 hopes to bring along.

The Drivers "work" yes; but those two DX11 GPU series will no longer get any newer features. 600 series is required for that.
So as I stated earlier some cards will only support a fraction of DX12 full capabilites. These cards are still technicaly DX12 supported

By reading the latest news on DX12, it seems like the many features of it will be rolled out through numerous phases, which some of them remain unannounced as of yet.

The rumor is even the current NVIDIA 900 and AMD 300 series will not support the full form of DX12, let alone any previous series still available on the market. What the GeForce 400/500 series are capable of handling may not be much more than what DX11 has to offer already.

Better off going to Skylake CPU, like i5 6600k. Prices are basically equal to Devil's Canyon higher end CPUs and perform in games and benchmarks about 12-15% better. And you can still do DDR3 on Z170 boards.
