I'm not a huge PC gamer as I said. Currently only have Cities: Skylines, The Sims 3/4, and ARK.
The minimum for ARK is a Direct 11 card with 1GB of RAM so I figured a card with 2GB would at least let it run better than it was.
If you have 300W power supply swap it to GTX 750 Ti, if 400W power supply then GTX 950.

Latest generations for Nvidia are GTX 700, 900 series and AMD R9 200, 300 series.

Problem is ARK and Cities: Skylines are not old school titles. And 4 Gb VRAM is completely wasted on so weak card, lucky if it can use more then 1 Gb of it, they slap those amounts of VRAM on weak cards to make you think you got a good deal. And DDR3 VRAM is lot slower then DDR5 VRAM btw.
If you are limited to 100 bucks then look for a GTX 750Ti.
PCI-E 3.0 cards are backwards compatible with PCI-E 2.0 so no problem there.
730 typically, will cost about half of the 750 and 950 Tis though...so be prepared to step up.
HAHAHAH GT430 and 1 RAM (I have 2 but I have a ♥♥♥♥♥♥ CPU) and I feel you :( My pc is old and sometimes it doesnt even "wake up". It's like waiting for an old man to die :(
I'm also looking for recommendations.. a lot of people actually recommend GTX 970 for gaming (not heavy) that can run today's games (also the price is okay-ish).
If you just wanan stay low-mid-end and for a much lower price, GTX750(ti) would be good. The GT is kinda..idk, not suitable for gamers, i guess.
