Skylake vs Haswell

Is there any reason to buy (for a totally new computer, not an upgrade) a Skylake i5 CPU + Socket 1151 motherboard + DDR4 RAM?
Or is it better moneywise to buy Haswell i5 CPU+MB+DDR3?
If there is no reason then why (for what economical reasons) does Intel produce Skylake CPUs + x170/x150 chipsets?

Yes... power. Skylake is better, Haswell is cheaper.

Haswell is out of production. Once current stocks of it dry up then Skylake will be all there is on sale.

Skylake, 1151 motherboard and DDR4 RAM prices have fallen pretty much to the same level as Haswell, 1150 and DDR3. If you are building a new rig then it's well worth going for Skylake.
The $50 or even less that you would save going Haswell is really not worth consideration anymore.
Good reason to use Haswell would be if you wanted to build a budget rig with i5-4460 and cheap B85 motherboard.

New Skylake Z170 boards support both DDR3 and 4. Built a Skylake i5 6600k rig for my son a couple weeks ago. Compared to the Devil's Canyon i5 4690k, we did go to the 6600k, prices being basically equal at launch for both. We did opt for DDR4 2400 vs DDR3 1600 both 16Gb, but new prices for those DDR3s was about 20 bux cheaper than newer DDR4. Cas latency is a small portion of the puzzle of 4 vs 3. DDR4 performs faster in so many other ways. His past motherboard was Maximus Gene Z VII and the new is Maximus Gene Z VIII, for more advanced features and far better onboard sound with the Supreme FX....

Then in actual benchmarking and real time gaming the Skylake outperformed the Devil's Canyon at 12-15% performance boost, higher FPS using the same PSU and GPU, both using Samsung 840 to an 850 EVO SSD for same OS as his older build, Windows 8.1 Pro 64.
