Sometimes, GPU sag might be a culprit if not using a GPU bracket and/or having steel PCIe ports - also, broken or failing GPU PCIe locking supports could cause the issue.
Some other people around here will have more information, specific to your issue, this is just my experiences/knowledge.

1) The PCIe 4.0 x16_1 socket does not share lanes with the M.2_1 (4.0 x4) socket. Read the manual.
2) Reseat the GPU, clean the contacts.

I think mobo is toast. Not just GPU-Z, bios also showing x8 max.

Yep there are buttload of ppl who suffers from the same fate. Bios 1801 supposed to fix that i guess. Also without bios 1801, some rtx 40 cards running at Pci 3.0 gen still. Mine is gen 4 but x8 with 1801. :P
Install your M.2 SSD into the top-most M.2 slot labeled as M.2_1 which is PCIe x4 directly from the CPU

4.0 x8 is probably enough for the gpu
but a future bios update may fix it
the nvme m.2 slot is above the gpu, can you try pulling that to see if bios can us it at x16?
