Controller vibration won't work if your controller is connected to your PC via Bluetooth.
You can try connecting your controller using a USB data-sync cable.
Update your controller:

Adjust vibration settings:
You can change your controller's vibration settings by following these steps:
Open the guide by pressing the Xbox button
Select Profile & system > Settings
Select Accessibility > Controller
Select Vibration settings
Choose the controller you want to change
Select Configure
Adjust the vibration sliders
