What CPU? Could just be running too much in the background on a CPU that has too few threads

Viruses can also cause constant high CPU usage

check task manager and resource monitor to see whats using the cpu

This allows the processor to enter the idle state, which I belive it is by default, so what else you changed? Even if you don't load the task maneger can show the CPU to be at 100%. You can change the power plan and if you haven't touched the others, it should fix itself.

6 core 6 thread CPU shouldn't be constantly at 100% in most games so check what's using the CPU so much

If all you play is recent stuff, could just be the games

Or check the effective clock via Hwinfo or something else that can read it.

if he puts in some random commands from the internet just like that he probably limited his cpu to 1 GHz

You have Steam in Startup?
R3move all game clients from startup.
Do a clean startup.
Check Task Manager and see what's using the PC after a clean boot.

"IDLEISABLE 0" aka Disabled idling CPU. While I don't recommend undocumented commands, the process you describe is caused BY the setting not in spite of it. Try 1 instead of 0.

"IDLEDISABLE"*
Processor Idle Disable

"Specify if idle states should be disabled"

0 - Enable idle (default)
1 - Disable idle

hello

before trying to change anything , try to analyze what is using 100% of your cpu ...

Ah, crap I misread that, sorry. Oh well, then the only way to tell is to have the PC Specs., Bios Config, OS Config, GPU Setup & the virii running in the tray.

Task Manager should tell you what occupies the CPU most. Sort by CPU % in the list.
