24h2 this method supposedly does not work anymore, they took or blocked this method, Not sure if Rufus will get by it either, haven't tried.

You need to disconnect your Internet entirely before the reboot completes.

Rufus can do a full bypass as it can add unattend settings to pre-configure a local account.

Oh 24h2, no, I've installed it on a computer recently, had no Ethernet drivers, it would not get passed the account requirement until I connected to the internet, This was 24h2 Home, maybe pro is different, idk, its still a factor to consider.

When I said reboot, I meant the one from opening a command prompt (Shift+F10) and entering oobe\nro in the prompt.

Don't matter, just confirmed, home edition of Win 11 24h2, OOBE doesn't work anymore as I suspected with no connection to the internet, Pro it it still works, kinda strange to me.

I've not heard of it being removed as a command line, but they've disabled the shortcut to bring up the console(again as far as I've heard..).

Just tested in Hyper-V with 26100.1150 from Windows Insider, disconnected network.
At the prompt to connect to the Internet, pressed Shift+F10, entered oobe\bypassnro .
This added next to the gray button "I don't have internet" which I clicked.
After that it prompted for a username and password to create a local account.
