You just use the normal Steam Client installer

Remote play and remote install from local machines is already built into the standard client. I use it all the time.

I still have zero clue what it is you're asking.
There is no need for anything special. If you have many PCs sharing the same games; then download the games onto a NAS and those multiple PCs can call upon the same data source. The only issue doing this however is you need to micro-manage it because you do not want multiple PCs attempting to update 1 copy of a game that's on the NAS. Use a master PC to handle that if possible. Although that's assuming the Master PC + Steam Account has all of the games in question that the other PCs are accessing.

steamcmd, it has all features on might expect on a server and non-graphical environments, that does not include a chat client. All it really does is install software.

For that you want a caching proxy.

If you'd want a Local Server to house the Game Client for all the Local Client PCs; you would have to setup a Steam Client in a different folder for each account basically. It's the only way to allowing multiple instances of the Steam.exe to run at the same time.
