Stutters on every game
I recently got a gaming pc and it stutters in every title i play, dark souls series, fortnite, rust, all games are pretty much unplayable. My specs are listed as such, 6650xt, i5-12600kf, M760 plus wifi mobo, 32g ddr5 ram, 1tb nvme ssd with a liquid cooler and 750w gold rated psu. The system should run those games flawlessly based on the research i had gotten via youtube, pc part picker and various bottlenecking websites. Ive exhausted just about every troubleshooting method i could find from flashing bios, switching gpus, stress tests on both cpu and gpu and had zero thermal throttling, drivers are all up to date, enabled and disabled xmp, and to my avail nothing has worked. The only thing im left to question is maybe because i havent activated windows but ive only heard it has no effect on gaming perfromance so i havent payed it much mind. Ive gone on reddit and various pc youtubers discords for advice and i kept getting the same old bot comment to get a cheap windows key and unfortunately i bought in 3 seperate times and came out with no product key lmfao. Im honestly lost and i just want to use my gaming rig and hang up this damn series s. Any help would be greatly appreciated:))

What kind of monitor do you have, what are the hz and your fps? Are you monitoring heat, usages and clock speeds during games? That info might help.

Hmm, it seemed like you didn't try verify all games and changing in-game settings well you may lower the settings in-game and see how all of games perform.
And it's just happening again maybe Windows is the problem not hardwares like broken/corrupted Windows may damage the drive as well<=This situation is bad.
You mentioned you bought 3 Windows licensed keys, where did you buy them? You may ran into some phishing sites/fake sites. Other option you could buy windows key from OEM machine yes with labeled on it, it's only for your safety.

what liquid cooler?
anything less than 280mm is not enough for the cpu

M760 plus wifi does not exist
there are B760 plus wifi from gigabyte, asus and msi
which are not suited for a k cpu

the k cpu should be in a z790 board
if the board does not have any vrm heatsinks, it will throttle at any load and cause stuttering
a clc will just make it worse, since a stock cpu cooler will put airflow over the mosfets to cool them

See what effects your frame times in msi afterburner. Want a smoother graph line.Could also be an unrelated program issue.

Restart pc (vs shutdown), see what's running. Disable some stuff like back ground recording, extra apps, etc... and see if the frame time graph in msi afterburner is smoother.

Any mechanical hard drives?

Number of monitors and resolutions?

A lower fps run smoother? Your cpu or gpu getting over 80% usage? Try lowering settings?

Can also see vram usage in msi afterburner.

Could be system interrupts etc... Can try changing priority in task manager.

Unfortunately can be tons of stuff.

Your PC looks fine by specs. I'm playing on Radeon 6600XT (almost same as yours) for last 3 years with no problems. I play different games than you (like SnowRunner, WarThunder, Witcher...) but I'm able to play them on high settings on 1440p, 60Hz monitor. Smooth.

I have a bit weaker processor than yours (Ryzen 5600, but I had Ryzen 3400G not long time ago). I'm quite sure your CPU is not a problem.

I don't see why GPU would not run close to 100%. Mine is always running like this with no stutters. I have never seen a game that utilize 100% of the CPU. Even not 3400G, which is rather low end.

You didn't say which monitor/resolution you play on, did you? Do you have more monitors connected to your GPU? I have seen people complaining that conneting other screens, even if not used, causes problems.

Unfortunately, I cannot help you with Windows and drivers (I play on Linux).

Everybody can have an opinion. I have this GPU for 3 years now, and the only thing I can say about it is, it is a fantastic GPU.

windows could definitely have something to do with it.a update could be stuck.
(happened to me) check your cpu usage in task manager.
see if something is using a unusual amout of usage
you can get a cheap legit win11 key on helpful downloads if you need one
you could also try resetting windows as well.

Windows 11 done this to me once. Every game was stuttering super badly.
Turning background game recording (Radeon ReLive) off could help but I needed this option.
I know it was Windows as it happened suddenly after windows update and clean deinstalling and reinstalling GPU drivers wasn’t helping.
Only fresh windows installation (win10 this time) helped.

When you are not wanting to actually do any Windows Updates, this should be Paused.

Also take the time about once per month to wipe all of that cache using Disk Cleanup (run as admin)

amd drivers on windows are hit or miss. there's a lot of factors that could cause the stuttering, and MPO is a common one. try this https://github.com/RedDot-3ND7355/MPO-GPU-FIX/releases/latest
my friend had a 6600XT and he had the same issue until he disabled MPO. however, if it doesn't work for you, then you unfortunately have to play whack-a-mole and keep installing older drivers until it finally works
