Anyone good with gimp?

Hello, looking for people to help me with GIMP program for editing images.

Right now I have 2 layers, and want to rotate just one, to put it inside of a picture frame I'm holding

When I move the image, a gray dotted line stays where the image was originally. When I use the rotate tool, it only rotates inside that gray dotted line box.

How can I move that gray line to where I have moved the image?

Ok I figured out how to make the image rotate but now the white background did not move or rotate...very odd..new to gimp, trying my best.

Do you mean the layer boundaries? AFAIK It must always be a rectangle. Maybe your problem is that you didn't enable the alpha channel in your top layer?

Enable Alpha Layer on the image you will be rotating so that the extra portion which becomes blank will be transparent once rotated.
