1. Care 2's claim is BS; better thermal paste does not improve CPU lifespan. All it is there to do is fill in microscopic gaps in between the CPU and the cooling plate of your chosen cooler. Guaranteed you could probably get your own thermal paste tube if they're charging you for only one application of that paste, and it's not even great paste either. The CPU's lifespan will only be impacted if you're constantly running the CPU closer to 100 degrees (C).

2. Garbage 120mm liquid cooler that won't be sufficient for the 10700K at full CPU load, in a normal ATX case made for 360mm radiators, which makes zero sense to me. They're just cutting cost at your expense. Can't even overclock with that cooler because 120mm AIOs are among the weakest coolers available. They're only good for mini ITX builds that can't fit a good air cooler.

3. (Kind of nitpicking now) Slow RAM; 3000 MHz is slightly below standard and current Intel builds can easily handle up to 4800 MHz or more with a good Z490/590 board.

120mm aio is not very good
enough for cpu at stock, 240+ if you would like to overclock without throttling
pick deeprock pro or nhd14 or better for overclocking air coolers

^ stock paste is as good as the paste they would use

Rams to skiw, aio is to small and I am pretty sure you can't utilise an pcie4 nvme's speed without the 11th gen cpu, so might as well drop back to a 970 evo and save half the price, won't make any difference in loading times anyway.

Edit.
At the same time, save some more money and drop back to a z490 over the dead end z590, so it doesn't even have any future upgrade path as 1qth ven is really no faster (and slower in some cases) than 10th gen.

I can't imagine you'd need a 1000 watt power supply but if you specifically want that, then fine.

Default case fans on a Lian Li O11 Dynamic do not exist, so you'll have no fans bar those on the AIO which, as others have said, really should be larger than that especially if you're planning on overclocking (which I assume you will given the CPU you have chosen). That case has three places you can mount radiators - might as well make use of them! I'd personally go with a 360mm AIO just so it doesn't look a bit off. Perhaps opt for some intake fans on the bottom, as well.

Everything else looks good. If it were my build, I would go with at least 3200 mhz RAM or faster but the Crucial Ballistix range is a good choice.

10th gen i7k is power hungry, along with the rtx 3080
1000w is overkill, a quality 750w will be enough, but the price diff is small anyway
Thanks to everyone for their tweaks. I think I'm going to hold off for the 3080ti to release.

If you are going to try and buy a, 3080ti, I would recommend getting friends abd family to also help you spamming those pages as well as getting on any pre order lists from evga etc, else you will not get one any time soon, also, expect it to be notably more than the suggested (leaked) msrp, you'll be paying 1500+ bucks atleast.

Good luck.

Does anyone see any issues with the components selected?
How much is that rig

a little under 3k after taxes, but I have a coupon code and my credit card will give me 5% back (and increase the warranty)

Sidenote: Does anyone know how often you have to refill the liquid cooler? If it matters, I don't plan on overclocking it. Is it bad to not refill it and let it work as an air cooler?

Also, how important is the motherboard selection? It's the core component I know least about. I really just picked the cheapest one with built in wifi 6. Is ASRock an ok brand?

DEEPCOOL Castle 360EX is a closed loop. You dont need to refill at all. The pump will die first in most cases which could be 5 years or more.

Mainboard is only important if you want to oc and important how many usb ports etc you need.

Just don't mount the radiator on the bottom of your case (with the pump/CPU block as the highest physical point of the loop) if you have the option, because if the pump ends up being full of air, there is a greater chance of failure as pumps aren't capable of handling air.

From best to worst, these are possible ways to mount the radiator in terms of AIO lifespan and noise:

1. Top of your case, as exhaust
2. Front of your case, as intake (with the tubes at the bottom, not compatible with all builds for various reasons)
3. Front of your case, as intake (with the tubes at the top)
4. Bottom of your case, as intake (could easily kill the pump much sooner than 5 years)
