The only SEMI recent component is the GPU
Considering the recommended GPU for that game is a GTX 660, its not a very demanding game GPU'wise. The game itself is OLD so its not very demanding to begin with.
We would need to know what Powersupply the system came with
The CPU itself uses around 95W or so while the GPU uses a mere 60W+/-
So you would need to have a low quality or further lacking PSU for it to be the problem.
And i still recommend using DDU in Safe Mode
Look it up if you dont know what it is or how to use it.

The system requirements on Steam are basically just for the bare minimum and a middling setting.
OP should lower all the settings to low/mid and then see what happens.
I can play on Maximum if I disable Anti Aliasing in game, and I can play on Graphics Quality "High" with Anti Aliasing set to the most it can be set in game. With "Maximum" graphics quality, the game will crash if Anti Aliasing is set to anything other than off.
Even with Anti Aliasing enabled with Graphics Quality set to Ultra I can still get ove 170 FPS.
Enabling vertical sync doesn't fix things.
Some people say disabling "Enable Commander Camera" and "Enable Tactical View" in the current patch (Settings > General Tab) fixes the problem with the crashing, but that is not my experience.
I have all Windows updates, and my chipset drivers are up to date. I'm using the latest stable NVIDIA drivers (v497.09), but I've also tested with version 496.76.

CPU: AMD Ryzen 7 1700X Eight-Core Processor
RAM: 16GB of DDR4
Monitor: 32" running at its native resolution of 2560x1440
In the Windows Event Viewer I found there were warnings for source "Display" that read, "Display driver nvlddmkm stopped responding and has successfully recovered."
I checked my Windows Power Plan and found that it was set to Balanced mode. I changed it from Balanced to "High Performance", and now my crashes have gone away entirely. So I can now set World of Tanks "Graphic Quality" to "Ultra", and even with full AA enabled there are no more crashes.
The main difference between balanced and high performance is that in high performance your CPU and GPU always run at full clock speed, even when idle.
Which wastes a lot of power and generated a lot of heat.
Try updating or even downgrading your drivers.

Downclocking or not depends on what settings you have in BIOS as far as the CPU goes (Intel Speedstep for example, and whatever it is for AMD). It also does not affect the GPU in that way either, only setting Prefer Max Performance in the NVIDIA CP will make the GPUs clocks be higher even on the desktop or with low usage content, as such the Windows power plan itself wont do that.
I only mention this because i always use the High Performance plan and my CPU and GPUs clocks are not affected by it for the reasons i mentioned above, i use Intel Speedstep specifically so the CPU is allowed to downclock itself.
You are correct in that not letting them downclock when not needed is a waste of power though.
I've since upgraded ram, psu, and gpu, but with the past hardware I'd run memtest, Furmark, and Prime. None found any issues with ram, gpu, or cpu.
Having had the same problem with an i7-7700K with a GTX 1080 Ti 11GB overclocked or not, this is the only option that will allow you to play in SD or HD correctly. Because WoT is bad optimized.
