Newer laptops with a Ryzen 3 2200U and Vega 3 graphics would actually fare a lot better, funnily enough, and those are today's basic level laptops
You need a better system and the only way to do that is to have another system entirely because you're stuck with the 4300U and intel graphics.
Your best bet in the current market is maybe used PCs or brand new pre-builts. DIY is way overpriced when it comes to new GPUs.
I remember la noire being fussy with first launch. The solution I found was to close steam client, restart pc and run steam as administrator. This will let la noire perform the first time setup properly (I'm not sure why). After you get the game running you may exit, then close steam and run steam normally and la noire should still work after that.

buy a cheap gaming PC for 500$ or less since you got laptop you can't upgrade CPU i suggest something like 11000 rocket lake i3 or ryzen 3 3200g and a avarage 8 gb ram ssd 240gb nvme or sata don't get a graphics card! these processors have good intergrated graphics

Cpu has hd 4400 graphics and requirements are hd 2000 so might work.
About $10 usd a month. Thought it was $5 at some point? Free version is good enough for testing. Not sure what the current wait times are. Cyberpunk bumped them up a lot I think?
So is there any chance L.A. Noire could work with the hardware I've got? If so, maybe the problem is something else like you said, and might be fixed with that method...
