GPU fan dying?
My AMD Radeon HD 7850 (GPU) fan has stopped working right after I installed my Vantec spectrum PCI cooler under the GPU, it's not the power supply because I notice the fan tries to spin but once the GPU reaches 80c the GPU fan tries to spin more and then eventually starts to spin and keeps spinning until I decide to shut off the PC and it all happens again until I play a game and make my PC reach 80c then my GPU fan will start to run again. Do I need to replace it or just oil it? The GPU spins freely and smoothly when I spun it with my fingers to test it.

Manually change the GPU fan speed in AMD CCC or use an app like MSI Afterburner.
Try this and then also monitor the GPU Fan RPMs to see if it is running normally.

If it is faulty, RAM the GPU through the manufacture.
What brand is it?

Also check the GPU for dust buildup, as that can easily affect your temps.
On some GPUs some dissemble may be required to fully clean out the dust. Most GPU with the long single cooler on them (the referenced design) often are harder to clean, as it has a cover over the GPU's heatsink. Shouldn't be hard to remove though.

RPM # shouldn't really matter; but when u manually set the fan to a certain % it shouldn't change on its own. Use that as a means of then checking the RPM (monitored in Afterburner) and see if it is changing, meaning the fan is basically on it's way out.

I realize it is an AMD 7850, but what BRAND is it? Who makes it?
Saphire, Zotac, PowerColor, HiS, XFX, MSI, Gigabyte, ASUS ???

I believe my computer is made through ASUS, I bought it through Ibuypower and it has a ♥♥♥♥ ton of ASUS parts in it.
Also I cleaned it last night and reapplied thermal paste, nothing helped.

how old is it?
if its under a year, it might be under warranty
or some gpus have a longer warranty

Check model vendor with GPUZ.
When u load this up, there is a line there for "Device ID"
Google that ID# and that will tell u the full make, model, brand details.

Check to see if u still have warranty through iBuyPower.
If warranty with them expired, go through the card maker for an RMA replacement of the GPU. You can check your card's warranty on the branded card maker's website.

since the gpu fan would only be triggered ON when gpu temperature reaches 80 degrees centrigrade, then maybe something is wrong with your fan control settings.

temporary fix is removal of your "Vantec spectrum PCI cooler". if such removal results in the disappearance of the gpu fan problem, then you need to analyze your fan control system.

Why would u even have a PCI Slot Cooler? They are fairly useless.
If you lack overall cooling, add more case fans, or replace current ones with better ones.

Even still the GPU fan is not working properly if it waits that long to up the RPMs.
On pretty much any GPU made for many years now, they auto regulate the RPMs based on GPU Temp. You can confirm this is working as intended or not with an app like Afterburner.

Only a few newer GPUs have fans that turn off/on as needed. There is such a design from ASUS for example that has two fans on the GPU, the 2nd one stays off under normal running conditions (below 65-70*C IIRC) and the other fan runs fairly silent. Overall this keeps the noise level very low while still able to cool the GPU as needed. During gaming sessions or high temps, the 2nd fan kicks it to help compensate.
My fan is on 20% but was also on 50% when I changed it, the RPM's is 2068 (not spinning).

I went off core clock, my bad. the RPM is 2068 yet does not spin unless I run a game that makes my computer reach 70c-80c.
