Best programmes to measure PC temperature and for overclocking respectively?
Just bought new gaming PC and want to know:
1:Good programme to measure PC temperatures?
2:What temperatures are safe?
3:Good programme to overclock AMD GPU?
4:Programmes to measure FPS while gaming?

All much of a muchness tbh, I use Realtemp but any will work.

Try to stay as low as you can, instability will start creeping in around 85c +/- (for cpu); but they're safe up to about 100c.

Aim for about 70c~75c max to allow for variables; load, seasons (ambient temp), etcetera.

Catalyst Control Centre that comes with the AMD driver is fine to o/c.

Utter nonsense, 100°c would kill AMD FX CPUs and is also the value at which I7s thermal monitor kicks in and downclocks to prevent damage to the CPU.

There is no one size fits all rule, we need to know your CPU and GPU types to be specific. In an AMD system its also vital we know what board as higher end CPUs require more power phases on the board to prevent damage and fires.

Is your specification for CPU temperature with air cooling? Seems a bit low of a temp, personally. I usually get upto 70c max.

Depends on your processor, but also depends on your replacement cycle. If you get a new computer every two years, you can "safely" run it at a processors peak which reduces its life. If you have a 4-6 year replacement cycle, you obviously want to run it way cooler as it will simply last longer. My i5 4670K can go around 80 C, but I I got a cooler that keeps it at 45 C on load (no overclocking yet) and I intend to keep this rig for well past two years.
I have an xfx r9 270x, it was running at 75-78C whilst playing far cry 3, is this ok. (I've done a small overclock)

Fine. GPUs are good to 90°C+

The rule with GPU OCs, as long as you don't add any voltage you can't go far enough to cause damage.
