I'm pretty sure that 750 watts is more than enough to power that PC.
I have also double checked everything plenty of times can i take off the cpu even though it is already installed or would i have to clean it than redo it with new thermal paste?

What is the part number of the RAM? Have you tried booting with no RAM in the motherboard?

The problem for me was the CPU itself, error code 15 means "northbridge initialization error" and the northbridge is built into the CPU itsel now-a-days.
I spoke to a Gigabyte engineer in Milton Keynes who said it was either the board (bent pins or faulty socket) or the Chip itself, so I RMA'd the board first, upon testing they sais the board was fine and sent it back to me, so I RMA'd the CPU, hey presto, a faulty memory controller, sent me a replacement and had no faults since.
So can also be either faulty motherboard or faulty CPU.
and when i boot now ram same error. I have also opened a ticket with gigabyte so i guess waiting a response
I don't see any issues with that RAM and that motherboard/CPU.

make sure you only used the ones needed for the mobo
