usually i buy TI one for the closure, 4060 to 4070 only like 25% more peformance, but 4060 to 4080 now that is big step performance + TI is the icing the cake, why dont 4090? i dont need that extra 25% for 100% price
for CPU cooler : yes Tower can have identical result with AIO but with some sacrifice like the RPM fan loud, depends on the vendor tho, but still for the sake of worry-free i think you should pick AIO
for what you want to play devoid of new games a old 6800xt GPU would work fine paired with a cheap 5700x none 3D......
BUT to have a upgrade path you could really do something with in a couple of years your best bet is to buy a AM5 motherboard as it will have CPU's released for it for at least 3 more years and going by the track record for AM4 it could see new CPU's dropped for the next 5 years.....so any of the 7000 series CPU's or higher is the better choice as intel nor AM4 based systems have real upgrade paths......
since you dont care about ray tracing i would go for a 7800xt GPU and a 7600x CPU on a new 870 motherboard......870 board as its the newest and will see support the longest out of what is in the market......7800xt as you want to stay at 1080p without breaking the bank for no real reason.....power supply i would be after 800 watts as its a good number for upgrades and tons of good 800watt PSU are on sale right now....like 250 dollar platinum PSU's going for a 100 bucks as they are being phased out over not having the 12volt high power cable you can get adapters for if you make the mistake of buying NgreedyA......
yeah im bios....my current 3080 will be my last NgreedyA card......the games they played with EVGA will never be forgiven......

So far so good.
Hopefully I will share the further performance records here and perhaps help other people who want to buy a pc.
I can share more complex details of the components if anyone wonders.

Honestly, let a pro do it. Everyone talks like they know everything, but really they know nothing at all. Most people slap parts together having no idea how complex it actually is. 99% of the time people just choose the fastest parts, like they are doing now. This is not how to build a PC. It is wasting the money on all the parts. Technical design is a science with alot of numbers and work involved. Simply buying the fastest part does not make the fastest computer. All the parts work together very differently. You will end up wasting alot more money than it would take to hire someone that actually knows what they are doing, not just a kid at the geek squad or rando online.

While I am here I will teach you something too. You do not need water cooling unless a part is over heating, do you?
But I purchased this PC from a KIND OF pre-built site.
Basically, you chose the parts you want and they will get them all together for you and ship it to your house.
According to them, any CPU above AMD Ryzen 5 7600 and + needs water cooling.
I do agree it's an overkill but I heard so many people complaining about how terrible the heating problem is with AMD cards sometimes.
So I just didn't want to risk it.
Because the one site offers was a bit small and the GPU was off-brand or something like that and I didn't want to risk that too.
