It's a known issue with windows 11 24h2 that has been going on in PoE1 since that update came out. Unclear if it's a Windows bug that's at fault or if it's the thread scheduler changes Microsoft did to improve performance that has exposed a bug in the PoE engine. GGG has yet to acknowledge or comment on the issue.
Some Ubisoft games are also experiencing similar issues and MS has blocked the update for people that have them installed.
Unfortunately only real fix for now that I know off is to reinstall windows 11 version 23h2 or disable multithreading in PoE but the game will run like ass then. What you can do to mitigate it somewhat is to go into task manager - details and set affinity for the poe process and uncheck a couple cores and hopefully it will let you close the game then and not hard lock the computer and require a reset. You have to do this every time you start the game.
thankfully all my important files were on drive d and i simply wiped the c drive and reinstalled win11 22h2
Opening control panel took 10 second etc..
There is some serious combability issues on the 24H2 update.

Don't try countless solutions to a problem that was created solely by Microsoft.
Don't install that garbage update, use the registry to pause updates forever if you have to.
Windows 11 24H2 is not like the other Windows 11 versions and a lot of applications will need to be updated.
Software that changes RGB, fan speed, etc. all need to be updated to work correctly with 24H2 or you will get freezing because those applications use low level drivers that are NOT compatible with 24H2.
Microsoft could do a better job of communicating this to more than just GPU manufacturers, but they are incompetent.
Also, your board may need a BIOS update if it has features that automatically install drivers or interfaces with Windows RE directly even from within UEFI.
Side question, when I do finally "upgrade" to 24h2 will I need to download the mb drivers again or will it keep my installed drivers intact?
