Yeah, it's an low end notebook but still better than nothing.
Yes it can but you need to play with the settings to get passable performance. Medium settings should be ok.
And the model, it could be better, but if it was cheaper than the others, I can only warn you to be careful about the thermals.

+ 8000 series cpu is new but not as goods 7000 or 9000 series..
* a weird cpu code.. must be laptop cpu.. (as all 8000 series are) aftrer googling ok thats hakf decent.
*4060... latest gen budget cpu. but the slower laptop variant.
*16gb ram?? in a new system?? inexcusable should have been 32gb.
**2x1tb ssd.. I presume those are m.2 which is fine.
if more ram it would have gotten a passing 6/10 or budgetbuild rating.
the cpu is weaker than you want for a budgetbuild but due being recent thats not an issue as much.
the cpu is fine for what it must do.
but that ram is the dealbraker is.
and -1 point for it being a laptop.. gaming on a laptop sucks.. unless you have extermal monitor and keyboard and mouse to dock it.. + a cooling pad as those things have issues..
