screen tearing issue and loss of fps on r9 390, i7 halp

120 gb cosair neutron ssd
cosiar 760 t (tower)
asus VN248 1080p
I just got the rig and monitor and its pretty much running like a potato, it can barley get 60 fps on Wolfenstien new order on medium.
screen tearing on every game also videos like youtube or netflix.
Vsync is on for most games unless turning it off helped with the tearing.

any suggestions on how to atleast get good fps. it seems like it is getting worse fps then my old evga 760

This doesn't really help your situation but I have to correct Alexalmighty502 and say that screen tearing will happen at any framerate with Vsync disabled, above and below your monitor's refresh rate.

The weirder thing is you claim it's tearing even though you have Vsync enabled in every game, except in situations where you claim disabling helps, which doesn't make any sense at all. Having Vsync disabled would never help with screen tearing, unless you're using a Freesync/Gsync monitor, which you're not.

Weird situation and I'm definitely leaning toward an issue with the GPU.
if you enable vsync or gsync it will stop tearing

with adaptive vsync, it will turn off vsync when below your monitors refrehs rate
I was wrong about the gpu it is being bottle necked or something i can't get it too got over 455 hrz when i said 1000 i was looking at clock speed d'oh.
Also vsync in some games does make tearing worse especially in The Long Dark witch isnt a very demanding game a 8gb should burn right through it but this thing is chugging along like a potato

whats the vrm temp of the gpu?and have you tried riasing the power limit bar in Crimson/MSI AB?

On Wolfenstein if I turn VSync on it caps my framerate to 30fps, so turning it off there helps. I don't get a solid 60fps with all the settings cranked up, it dips into the mid 40s at times.

Use HWMonitor to track CPU & GPU temps during a game session, don't trust that fan controller to give anything but a broad overview.
okay so i installed a 2gb asus 770 it still has massive screen tearing but it can pull off 45-60 fps in wolfenstien on ultra ( and better fps than the 8gb in any game). I have a dumb question. Lets say its not the cards but the motherboard is faulty, would the 8gb preform worse because it is demanding more then the 2gb?

not even close
what do you mean? so the 8gb should be out preforming the 2gb even if the motherboard was the fault of it. i called the guy who made it first thing he said is it might be a faulty motherboard.
to eliminate screen tearing, turn on vsycn (not adaptie) or freesync either in game settings or with ccc
as i said before it does nothing or makes it worse on both cards. I know what vsnyc does and normally i use it but on this rig it just makes it worse or the same depending on the game no matter what i have screen tearing even on youtube videos
could the screen tearing be a result of a damaged pci port?
This monitor never had tearing when I was using my old rig, unless vsync was off.

Okay so i have spent some time i flashed bios again and tried an older one it seems to have gotten rid of the screen tearing but the card still is not getting good fps. i am using msi after burner it says my gpu sits around 40 celcius under load. is that too hot? My 2 gb gets about the same fps as this 8gb does any tips on how to get more stable fps. On wolfenstien new order is bouncing from 30-60 fps playabe but it looks a bit choppy.
