Also how does one resolve a driver issue? I'm not that great when it comes to computers.
EDIT : Earlier my steam had been loading I wouldn't even have a clue what you would call it but when your wifi cuts out when loading something on google and you get the basic website

is your driver. download first. then install from your downloaded file.

Haven't the foggiest idea. But everything seems to be working fine now
Local Disk C:\Program Files(x86)\Steam\SteamApps\common\Portal 2\DirectX or DirectX10
open the DirectX folder then scroll down to DXsetup and double click it should then either update or re-install DirectX version 9/10/11 ect., then try launching your game again.
You can also check your DirectX version via the "search programs" bar by typing in dxdiag, this will display your base system specs, the DirectX version you have installed, and basic status of the Graphics Card/Drivers.
