Can ram bottleneck my new gpu?

To start, I just upgraded to a MSI r9 380 4gb GPU. FX-6300 CPU. I've used mixed ram until recently noticed fps issues. I then took out the worse stick and boom, fps went up a slight bit on games. So I've thought that my card is always performed worse than people say. even with the same processor. So, if I get 8GB of ram, will my fps on games like fallout and gta be boosted? Thanks.

tl:dr, I see same specs people get higher fps, is ram a deciding factor in it?

My specs are
CPU-FX-6300
GPU-MSI R9 380 Gaming 4GB
RAM - 4GB Hyperx Fury 1866
HDD - Some slow thing.
MOBO- ASUS M5A67 R2.0

Yeah, I would get 8gb, that is important. Id also try to overclock your CPU to the max, that could make a difference as well.
