Well this topic is from 2015...
Best bang of the buck is the CoolerMaster Hyper 212 derivatives, just make sure you get a version compatible with your motherboard's socket, I think the Hyper212evo is from that generation.

If you want a bit more cooling capacity or better/quieter fan, the Noctua NH-U12S is pretty hard to beat at ~$60. Plus it looks pretty similar to a TRUE, so that is just nostalgia for me.

Edit- Noctua NH-U14s seems a bit better for a similar price to the NH-U12s.

Current idle temp is 35C and I have my 4790k consistently overclocked to 4.6ghz. The temps would be even less if it wasn't overclocked or if I bothered to clean the radiator
Also, idle temps mean ♥♥♥♥♥♥♥♥♥, that's like me saying the temperature of my mug before I put boiling water in it; it's not going to tell you anything.
It was cheap when I bought it at the time. If I remember it was around $59.99. This post was necroed from 2015, so at the time it was a good deal. Decent bang for buck.
Under load I get around 50c. So it’s pretty decent m8.
With Temps there many factors that will have an influence.
for a heafty oc, 240/280 or larger clc or a custom loop
nh d15 was one of the top air coolers that can match a 240mm clc
