XFX RX 590 Fatboy horrible stuttering despite trying all solutions
My XFX RX 590 Fatboy seems to have horrible stuttering no matter the games I throw at it. Those games seemed to have run relatively fine with my GTX 1060 6GB. The games barely feel any smooth; I get high FPS like I should be, yet the frametime spikes are quite noticeable as I can feel the stutters. I've also did the following things, yet the issue carries no matter what. The 12V rail cables are fully connected (and separate ones are utilized), so the lights on top of the power connectors are both blue.





What I've tried:

Tested every single stick of RAM (and tried running at 2133MHz)
Moved the game from one of my HDDs to my M.2 SSD
Updated to the latest BIOS (and reset the settings too)
Activated/deactivated VSync (no effect whatsoever)
Rolled back drivers by 6 months
Fresh install of Windows 10
Yes, I did try FidelityFX, but this didn't resolve anything with stutters
Used the Gaming preset in the Radeon Settings, which turned on Anti Lag, but this didn't help too
Tried the Balanced & High Performance power plans to no avail
PSU is more than sufficient to handle the 590's power draw
Last time it was RMA'd I heard no issues from the GPU; therefore, it's not the GPU itself being faulty
And yes, I know y'all gonna complain that the 3900x is "too overkill" for the RX 590, but I'm settling with it so I can save up on my money to eventually get with the times and snuggle up a newer, powerful enough Radeon.



The weird thing is that my GTX 1060 works pretty well and doesn't have severe stuttering most of the time but that changes once my 590 is in it.

What games? If it's Destiny 2, that game is notorious for running badly on Radeon.
Many games I can name that the stuttering has been present through: Prey, CoD Vanguard, Modern Warfare (2019)/Warzone, Black Ops 4, Destiny 2, CS:GO, Fortnite, World War Z, Battlefield 5, et. al.

CSGO and World War Z definitely shouldn't stutter - I've run both of them on a variety of Radeon hardware, old and new-ish. The 590 is definitely capable of running both of them, so if you're having stutters that sounds like a software problem.

Click the gear icon in the top right of Radeon Settings, choose Graphics, and turn all of these off:
- Radeon Anti-Lag (known to cause stutter sometimes)
- Radeon Chill
- Radeon Boost
- Radeon Enhanced Sync

Then choose the "Record and Stream" section. On the right side, make sure Instant Replay, Instant GIF, and In-Game Replay are all disabled.

Finally, go to the Preferences section and disable SteamVR, In-Game Overlay, Web Browser, Upgrade Advisor, System Tray Menu, Advertisements, Toast Notifications, Animations and Effects.

Those are the settings I usually disable after a fresh driver install.

Another setting to maybe disable is Adaptive Sync, but that will disable variable-refresh rates (if you have a freesync monitor connected). Adaptive Sync has been known to sometimes cause stutter. After clicking the gear icon in the top right of Radeon Settings, choose the Display section, and Adaptive Sync should be the first option in the left column.

Only other setting I know of that can sometimes cause issues is tessellation. The default (gear icon > graphics > Advanced) should be AMD Optimized, but sometimes stutter issues can be solved by choosing "Override Application Settings" and choosing 16x. This can be especially useful if you're playing an Nvidia-sponsored game on Radeon, but shouldn't be an issue on CSGO (DX9) or World War Z (Vulkan).

I'd like to know if the Fatboy is a card that you had gotten recently, and if it had been working fine since day 1 or is this a very recent issue? I ask because you have the GTX 1060 and this card as well, so my thinking is that the Fatboy is a 'new' or recent purchase.

Yeah I first got my hands on it since early March of last year (before the pandemic restrictions were introduced, and the chip shortages began to hit).

Late response but here are the results so far after limiting anisotropic filtering:

* CoD Vanguard (huge difference in performance; however occasionally the graphics will glitch out and show like black silhouettes and have a ghosting effect when turning the camera)
Modern Warfare (2019)/Warzone (performing smoothly now)

* Black Ops 4 (varied; Zombies performs smoothly now, occasional [like 3] stutters in MP, sutters a lot in Blackout, also textures for some odd reason an underwater texture disappear in the Raid section of the map) [may require additional testing on a clean Win10 install]

* Prey (varied; no more stuttering when going into different locations, but there are still random ones while traversing) [may require additional testing on a clean Win10 install]

* Destiny 2 (mostly smooth now but there are still very rare stutters)

* CS:GO (mostly smooth; a few stutters near the last few minutes of a DM game) [may require additional testing on a clean Win10 install]

* Fortnite (super stuttery aka no change; could be that RandomGamingInHD is right on that Fortnite seems to run poorly on those GPUs) [may require additional testing on a clean Win10 install]

* World War Z (performance seemed to have improved yet there are still very few stutters here and there) [may require additional testing on a clean Win10 install]

* Battlefield 5 (mostly smooth, but there are a couple stutters here and there; tested at the Firing Range) [may require additional testing on a clean Win10 install]

Seems you have narrowed it down to the GPU the 590 should run similarly to the 1060 or better as AMD cards are known to age better over time so things I would try to see if the stuttering will change would be monitor temps, voltage, vram errors in hwmonitor, possibly new thermal paste, clean pcie contacts with alcohol while grounded and check condition of the pcb, try a very safe underclock close to reference or even 570/580 specs to rule out a core clock or psu issue, see if latencymon catches something during stutters, if it's a used GPU when you bought it I would check the BIOS on the techpowerup database and verify it's original as well. Finally try the card in another system if possible.

Sorry was meant to say check with HWinfo as it is a lot more comprehensive with voltages, temps and any vram errors would show up too but I was originally thinking it wasn't a new card and you are right not to void the warranty on it.

Unfortunately though if the issue remains only with the 590 it does point to the card being the culprit. I'd still check with an underclock in afterburner or wattman just to see if the stuttering goes away but other than that you could try older whql certified amd drivers which are generally a lot more stable. Could it possibly be an internet connection issue?

Also tried to underclock and the same issue follows.

UPDATE: Just tried BO4, Fortnite, and WWZ on a clean Win10 install and the stuttering issue sadly carries over, apparently no matter the driver version (WWZ gives me low FPS, justifying the need to always have the latest drivers).
