XFX RX 590 Fatboy horrible stuttering despite trying all solutions
My XFX RX 590 Fatboy seems to have horrible stuttering no matter the games I throw at it. Those games seemed to have run relatively fine with my GTX 1060 6GB. The games barely feel any smooth; I get high FPS like I should be, yet the frametime spikes are quite noticeable as I can feel the stutters. I've also did the following things, yet the issue carries no matter what. The 12V rail cables are fully connected (and separate ones are utilized), so the lights on top of the power connectors are both blue.

What I've tried:

Tested every single stick of RAM (and tried running at 2133MHz)
Moved the game from one of my HDDs to my M.2 SSD
Updated to the latest BIOS (and reset the settings too)
Activated/deactivated VSync (no effect whatsoever)
Rolled back drivers by 6 months
Fresh install of Windows 10
Yes, I did try FidelityFX, but this didn't resolve anything with stutters
Used the Gaming preset in the Radeon Settings, which turned on Anti Lag, but this didn't help too
Tried the Balanced & High Performance power plans to no avail
PSU is more than sufficient to handle the 590's power draw
Last time it was RMA'd I heard no issues from the GPU; therefore, it's not the GPU itself being faulty
And yes, I know y'all gonna complain that the 3900x is "too overkill" for the RX 590, but I'm settling with it so I can save up on my money to eventually get with the times and snuggle up a newer, powerful enough Radeon.

The weird thing is that my GTX 1060 works pretty well and doesn't have severe stuttering most of the time but that changes once my 590 is in it.

Did you flip the switch to performance, (on the card by the power socket).

I did that and it didn't make any difference, though my temps are within the safe range needless to say.

Did you use ddu (in safe mode) to uninstall old drivers before changing /reinstalling? and did you update chipset drivers after updating bios?

I did all of that (I may have forgotten to put that in the "What I tried" section) yet that wasn't enough to even reduce it.
Did you use ddu to wipe the drivers before removing graphic cards?

You may not have read my last post, but yes I DDU'd many times to no avail.

In bios disable cool n quiet and try it also, try disabling CPB, (core performance boost, it does not work for some).

My BIOS doesn't carry a Cool 'n' Quiet toggle, plus I turned off CPB to no avail.

You sure? its right there on same menu page as CPB, or should be. If not sorry, thought it was.

CnQ wasn't there and again I already tried it off to no avail.

Didcha try the RX590 in another rig? This is to make doubly sure that there's no hardware issue with the card....

Make sure Radeon software isn't forcing "Zero RPM" on the fans, another radeon user had that exact issue and it was causing problems, but it was a 5950X and 6900-XT.

Quoted from another thread:

"So I think I finally fixed my problem
It wasn't my hardware or my drivers or something in the bios
It was something in my radeon software I had to change to make everything works fine
I just went to tuning options then on my GPU I pressed ( custom or manul tuning
U can find an option called Fan tuning - enable it - then u will find an option called ( zero RPM ) I just changed it from enable to disable
Then boom all my games worked fine and no issue at all
I think zero RPM
It's a saving power option just disable it and everything will work"

I just tried that and sadly no effect :(

What games? If it's Destiny 2, that game is notorious for running badly on Radeon.
