If this is mostly for the extra VRAM, I'd tend to think the RTX 3090 would be the better option as they have the same amount of VRAM, unless they are very close in pricing.
Both would be awful options right now for gaming as far better alternatives exist now, but if it's for for AI, that is how I'd see it. RTX 3090, unless the Ti is about the same price.
What about RTX Titan, P6000?
All of them have the same VRAM of 24gb.

If I just did a dirty OC, I can get 2140mhz out of it, but at 1.075v, it wont stay near that for long gaming sessions if the room is kinda hot, it will often drop to almost base clock speeds due to power limit or or temp limit and bounces around a lot. But if you want to run stock clocks, you can get .950v or their abouts without to much hassle on the EVGA cards and its rock steady at around 1900 to 2000mhz. The ref models im not sure what a good undervolt is for them.
The 3090's do have issues with the vram being a little hot, not sure if undervolting or other sub models would be better that the ref models, but I would look into that before you make your purchase to make sure you wont run into issues later on.

eBay is a hit or miss, I recently purchased an RTX 3090 non Ti used listed and had to return because they sent an dying GPU, black pixels while gaming.
Such an hassle.
How about to stop buying used and refurbished garbage, saving some money and doing yourself a favor?
Only thing you're missing out on is 8 gigabytes of V.R.A.M. and S.L.I., but S.L.I. sucks, two of them would cost almost as much as a 4090 and the 4070 ti super still has 16gb, which should be enough for the foreseeable future and between the lesser power draw, lesser size and most importantly, the inclusion of a warranty, the 4070 ti super is a better deal, esp. since you're getting BlackMyth: Wukong thrown in with it right now. I don't know if the game is any good or not, but it's added value regardless.
A 3090 ti must be substantially cheaper than 4070 ti to make much sense.
P.S., I just noticed that the M.S.I. Ventus 4070 ti Super[www.newegg.com] will be one of Newegg's best deals come midnight (they're on pacific time) so that's possibly a good opportunity to buy it if anybody wants it.
the 4070 is equal when it does not have 24gb of Vram???....are you new kid???....lots of AI now wants 48gb of Vram like most of the current quardos have......
