Is this PC a good option for playing games at 1080P currently?
PC Specifications:

Processor: Intel Core i7 4770K (Overclocked to 4.9 GHz)
Cooling: NZXT Kraken X73 RGB (360mm all-in-one liquid cooling)
Motherboard: ASUS ROG Maximus VII Hero (Intel Z87 chipset, LGA 1150 socket, ATX)
RAM: 16 GB (2x8 GB) Corsair Vengeance Pro DDR3-1866 MHz
Storage: Samsung 970 EVO Plus 500 GB NVMe PCIe Gen3 x4 M.2
Graphics Card: X2 Zotac GeForce GT 1030 2 GB GDDR5 SLI
Case: Fractal Design Meshify C ATX Mid Tower Case
Power Supply: Corsair RM750x 750W 80+ Gold

They are selling it to me second-hand, I'm not sure if it's a good option.

Not really. The GT 1030 2gb was considered one of the worst G.P.Us. of all time, even when it was brand new, and it doesn't even meet minimum spec. for most recent games. Moreover, that's a 12 year old C.P.U. What price are they offering though?

I ask because the case, the P.S.U., the cooler and the S.S.D. might be useful.

well for like 50$/€ it would an ok low budget pc

which games do you want to play with that?
league of legends or minecraft would run just fine i guess... if you want to play more demanding games including fortnite etc the gpu needs to be better

Baldur`s Gate 3 is NOT gone happen with this PC and it`s not worth even half that money.

Well, actually, I take that back somewhat. The GT 1030 DDR4 was one of the worst cards of all time. The DDR5 was okay for what it was, but it was decidedly meant to be a low end card still. How good it was or wasn't also doesn't change the fact that it's still rather old and even Palworld wants at least a GTX 1050 though, and most games are more demanding than that. Sli doesn't help at all in the modern landscape either. Also, on second thought the cooler probably doesn't have the right mounting hardware to use with modern systems anymore.

Also, if they're charging $750 for that computer, then it's just a scam.

Anybody who's curious about the i5 12490 should read about it on Tom's Hardware[www.tomshardware.com]. It's not exactly a positive review, but the pricing landscape changed considerably since then, and the perf. metrics look impressive enough to me at $120, especially considering it is a 65 watt base power processor.

That PC is less powerful/capable than the Steam Deck, which sometimes struggles with the most demanding modern games at 720p, low settings, 30 fps. So unless you are only playing 10 year old games and indies, I would not say it's a good machine for gaming at 1080p today.

You can buy a mini-PC with an AMD APU for half that cost that will outperform it in games.

Yep, for $750 you can build a new one that can actually run Baldur`s Gate and pretty much anything else too:

old CPU (2013 year) and mobo, also RAM
crappy GPU
case, drive and PSU looks good, overall worth 250-300$ if new (depends on region of course)
technically capable to get into modern 1080p with buying RX6600
still gonna suck in heavy titles like Alan Wake 2 or upcoming Wukong
overall it's not worth 750 unless you are living somewhere in Iran
if all of the parts are not new, then $300 is the upper limit for this rig (considering overclocking mobo which can have some value)

for the 750 you can make a decent AM4 machine from new parts. You don't need to have sex with used parts for this price.
your cpu might be strong enough but, your gpu is about 5 years old or more. not only that but, it is one of the weakest gpus of its generation. it is even weaker than an 11 year old laptop gpu(gtx 770m). even with SLI you get less power than a gtx 770m. the motherboard however is fairly good and have room for 4 ram sticks. you should have at least 32 gigabytes these days anyway.

Honestly, as old as the CPU is, it's probably fine for a lot of, if not most of, the games out right now. That graphics card isn't though. That card is basically for people with no iGPU to be able to output video so they can browse the internet.
that gpu might work for older games like starcraft 2, world of warcraft, hearthstone and star trek online but, would completely underperform in newer games.

It won't work those either, maybe Heartstone, but certainly not WoW or SC2. It's one of the weakest GPUs ever, on par with a few years old iGPU. And for $750 it's a joke - the CPU is OC'd to 4.9 GHz and likely has been for the last 10 years, so, you don't know when it's gonna give up or lose stability and you'll have clock it lower.
So, a big nope, especially for $750. Maybe $200-250, since it has decent case, AiO, SSD, and PSU those can be used in an actual gaming PC.

But seriously, I would use the part picker PC from @Rumpelcrutchskin

Should give you solid 60-ish fps in Baldur's Gate 3 and the parts are new, in warranty.
