Put shortcut for Game Clients such as Steam and others on Desktop. To launch them always do that via Right Click > Run As Admin. Verify each game before playing it again for the first time on the new PC.
If you have 2x GPUs like most PCs have now, go to Windowa Graphics Settings and add Game EXE files to this list, along with Steam.exe and set them all to "High Performance GPU"
I'll give it a try right away. Now with X4 Foundation.

It's 4:30 in the morning here in Germany and I'm done because I've spent the whole day assembling this computer and installing Windows.

if one of the games you have setup needed it, it will be included into the steamwork shared folder and processed just at the first launch of the game but only if you had setup the game and not copier or imported it folder

but if you copied you games from an old comp, your current steam does not know that you have setup the game.
For example, it does not want to start X4. It does not start the installation at the first start and this has nothing to do with an old installation.
I have even reinstalled Steam and all games have always been completely reinstalled. I have already done this 3-4 times. I had only run the pure Steam folder from the latent computer once. That also works, but doesn't change the result.

It's required otherwise games can't install any 3rd party Runtimes or software. It gets bypassed when Steam is not run as admin.
This has always been true for Win10/11
You're games won't run without the bundled 3rd party stuff getting installed. Overall there are tons of games that won't run on Win10/11 until after you enable DirectPlay and also install the DirectX Redist June 2010 package.
1. directX cannot be installed (offline, as well as setup version). It ends with an error message.
2. Net. Framework is activated. Everything you need.

Which ones would CoH3 and X4 need as more recent games?
I have 2 computers running here, so now I'm writing on the old W10 machine and have no game installed anymore, neither Steam nor Uplay or GOG or EA app. I will install X4 here again and also CoH3 so I can see how that looks in the folder. I'll also check the activated functions here to see what they look like.
These things must be present in some games that obviously need these games.
I also have an almost current W10 version on DVD, which is the last option. It doesn't matter to me whether it's W10 or W11.

Next time don't copy your entire Steam folder; just this from the old folder.

Right click Steam.exe > Run As Admin
This will tell WinOS this is where to have Steam installed.
Steam should connect online and download fresh Client files.
Now you have a clean Steam Client; all default settings.
However your Games within Steamapps\Common should be seen still. As there will still be app manifests to tell Steam Client they are installed (for the ones you have there already)
I had a completely fresh Steam and also the games without entries in documents or old saves. It just doesn't work for the life of me.
It doesn't want to run the script or does it because it has everything, but the game still won't start. It also wants to install DirectX, but doesn't, because no dialog appears.
In the beginning I saw admin prompts when he wanted to run the script. I overcame that, but it still doesn't help.
And I have unblocked everything that Avast could block.
