Hot swapping SD cards?

So I have some games installed on a microSD card. No issues except for one, whenever I swap the card with a different one, it has to download Steamworks Common Redistributables every time. Really annoying. Is there any workaround to stop this from happening?

exit steam fully before swapping the sd card
only run steam only after the card is inserted and the same drive letter

do not use multiple cards with the same drive letter for a steam library
