how can get gpu draw a more detailed image if the cpu does not send it data that is higher detail (more texture and higher poly model, or more visual effect info)
higher visual settings, is more work on the cpu and gpu, that exactly what the link you gave showed
higher res takes only more gpu, the same data is sent to the gpu
max visuals on low or high res, makes no difference on cpu
but its much more work for the gpu to draw the image with much more details
he tested cyberpunk. the fps stayed the same no matter how low he put his cpu.

Again, I'll take the GPU engineer from NVIDIA and Intel (Tom Peterson) word over a youtuber; including jayz2cents.
