Monitor Refresh Rate and Flickering
So this is something I thought about trouble shooting and ask questions about with someone who knows about PC tech support stuff, but I figure it would be better to ask the community here if they know anything about my specific issue.

So, I have what I think could be a major issue down the line with my monitor and it's something that just recently started happening. My monitor has a flickering problem that only happens at the bottom task bar section of the screen where it only flickers at the task bar and it flickers with a reflection of the top part of the screen, the opposite of the task bar.

Now this eventually goes away and I think it's because after I do a restart or Windows Defender Offline scan which also happens to restart my computer. After maybe a day or so, it happens again and I do the same thing, I don't know what's the problem?

I read somewhere that adjusting my refresh rate could probably fix this, but I also noticed that my refresh rate doesn't stay at 60 hz when I set it to that and later I check back and it's back to 144 hz display which I did not set to that default. So I don't know what's up with that if anybody knows?

If it's only at OS Startup amd/or User login then I wouldn't worry about it.

It's not startup, it's afterwards when I launch Windows 11 then after a while there's that flickering I mentioned at the taskbar section. It only goes away after I try adjusting the refresh rate display. It's really annoying and I don't want to adjust it every time it happens and I freaked out the first time it happened because it reminded me of my old Dell laptop that started completely screen flickering after a couple of years. I had to eventually throw it away because it could not recognize the charging cable for some reason.

Anyways, that irrelevant tangent aside, I recently found out that my current gaming laptop, which is the one that I'm mentioning with this post, changes the refresh rate after I plug in a charging cable, going from 60 Hz to 144 Hz and I have to go to settings to change it back to 60.

Not sure if the advice you offered me earlier could fix anything or should I just wait for the next Windows update to fix anything?

Sometimes the Monitor simply is not setup correctly in OS. If using NVIDIA then go into NVIDIA Control Panel and select the native Screen Res and Refresh Rate. Then also change the Color Format and Range there to RGB + FULL.

Apply and then Restart Windows and see how it does.

If have issues like that in future maybe wipe the GPU Drivers fully and redo them along with the GPU control panel settings afterwards.
