Just for now I want you and everyone else to think about it like this: I open the game, cap the fps to 60 and my frametime/framerate bar gets real smooth. But out of nowhere when I'm playing it gives me this little spike on the frametime. Sometimes the FPS properly drops to 57. Sometimes it's but a little spike that messes the flow of gameplay and gets really annoying to play with. So, unlike before, my frametime/framerate bars are never 100 smooth.
I said 60, but the behaviour repeats itself on 120 FPS, 100 fps, 75 fps - you name it.
Hope this paints a clearer picture.
But again I will say this much, Win11 23H2 is 100% garbage. 22H2 wasn't bad and 24H2 is having to address many bugs and issues that 23H2 is plaqued with.
If you continue onward with Win11 23H2, good luck with that cause you're better off just clean installing Win10 64bit 22H2 at this point.
But Win11 24H2 should be available to everyone by now as of approx 1-2 weeks ago I think it was.
Download the .msi package instead: https://github.com/GameTechDev/PresentMon/releases/tag/v2.1.1
You can add me and dm me the file(s). Or if you want other people to have access to the file(s), upload them to a file hoster. mediafire, 1fichier, mega or another. Google Drive if you own a gmail account.
The only a GPU can totally stay on 60fps well by overclock
Then could be your display cant keep up with your FPS then it needs to wait that is why have stutter
