Was you using it before you swapped?
Maybe this program is the issue.
Did you connect the RGB control to the motherboard if it has it?
The only things that changed was power draw and PCIe 3.0 to 4.0.
You have covered a re-install format of the PC. like I have had happen in the past your PSU could be failing.
You could let your friend try the 4070 in another PC just to make sure it's not the card.
If you want to try another OS I suggest POP Nvidia, that is what I use, just in-stall Steam from their website for Linux, you will have to enable Steam Play in the settings. No need to learn command lines or anything this way.
About RGB programs, the only one I had worked for my mouse and never gave me stutters. Currently, I have none installed.
Maybe, I'll look into another PC format; change to GPT; see if it helps something.

Does it stutter if you turn vsync on?
Also get a motherboard with a gen 4 pcie slot for the gpu.
On the motherboard note... I'd really love not to spent much more moneys on a new one. Granted it's a x16 card, always heard 3.0 PCI wouldn't make much difference compared to a 4.0 PCI.
3.0 x8 is enough bandwidth for most gaming instances, loss is within a few frames at worst
It's more than likely a Windows issue
Is it just me, or are Ryzen systems running clean version of Windows are unreliable in terms of performance until debloat? As I have already seen such symptoms on my dead lenovo with Ryzen 5 5500U several times. I am starting to speculate it was the same case on my last HP with Ryzen 5 3500U.
try doing a clean boot of windows to eliminate software conflicts

It could even be related to your SSD and/or HDD as well.
Test with latest 3DMark and Unigine Superposition off the SSD and see how it does.
Just out of interest, go to Device Manager and see it it's still there.
I am not saying it's the problem, but the other day I went in to Device Manager and the NVIDIA Sound Driver was still present even though I had uninstalled it.
Just go into Sound Settings, it's all right there just like it was in XP, Vista, 7, 8...
nope never had your problems....lose screw between keyboard and monitor sounds like your issue......my 300 dollar 4300u laptop plays games without stutters......ironic mine is also a lenovo
yeah sorry friend but had better luck moving the M.2 drives to the top slot and off the bottom slot when only using a single drive.....also boot drives do better in to top slot.....and FYI Ryzen chips have 24 PCI-E lanes so the 16 slot never goes to 8 lanes unless you are using 3 total M.2 drives.....even using 2 M.2 drives the second is on the chipset PCI-E lanes and the biggest reason to move to the top slot on all AM4 based systems....ALL AM4......YOU DO NOT WANT ANYTHING BUT STORAGE ON THE CHIPSET LANES.....
