no, most custom windows ISOs like revi or atlas remove security measures to "debloat" and you likely won't notice much of a difference in performance over a regular install, especially if you have a good PC. just get windows 10 (preferably iot ltsc as a bare-bones base) and debloat it yourself

Rufus doesn't modify the Windows image at all, but instead just adds some settings to the installer to bypass compatibility checks.

Note it's now a hard minimum to have SSE4.2 as of the upcoming 24H2 release and any CPU lacking this extension will fail to boot entirely from Windows 11 24H2.

If you are talking about the debloat version of Windows 11, you don't have to install them. But they have proven been giving a small performance boost but your biggest problem is actually finding a debloat version that will not install some spyware with it.

aye rufu does not change/alter the iso dvd but add a file with some parameters , an autounattented.xml at the root of the usb stick

That' s why if you want to install w11 , NEVER download an obscure iso make by someone on the net but ALWAYS download the official iso from the ms web site and do your own iso/usb using https://schneegans.de/windows/unattend-generator/ and add it to the iso without using any rufus option or just copy the file file to the usb stick and enjoy the auto setup like a pro
