How do I figure out the max TDP of my GPU?
Is there an application that clearly tells you, like CPU-Z? I know of GPU-Z but I dunno where to look. Also my laptop has a "turbo" mode which also pushes up the TDP of the GPU by 10W apparently so I would like to know...

Most GPU manufactures put the max TDP on the spec sheet. You can also know your max GPU tdp if you use MSI after burner kombuster benchmark (or just a GPU benbchmark) and GPU Z can tell you the max TDP if you look at sensors tab. HW monitor can tell u the max usage too

Its one of the little tabs at the top, circled in red in the picture below.

Edit- You can also check techpowerup's GPU spec page or the Nvidia/AMD GPU wiki, they will list all the GPUs and their TDP.

Laptops are a little different as the laptop manufacturer can adjust the TDP of the GPU some.

I'm guessing being a laptop RTX 2060, TDP is 80W here but I can't find in any reading to confirm it (which I need); even in these fields when I click "show max reading" I just get current max, and not actual maximum...

Total Board Power is the power draw of the entire card.

I see. It's still not showing me it's highest value, though...CPU-Z for instance has a field that says directly Max TDP. Anything like that possible?
GPU-Z likely wont give you the info you are looking for Because it isnt a desktop GPU.

Get a Kill a Watt meter if you want to see how much power your laptop uses, or read what the power brick says.

Telling us what GPU your laptop has would be more helpful than everyone guessing.

If its a Dedicated GPU, depending on which one it is the TDP could be 120w +/-, if its a low spec GPU it could even be 30w or so.

So it all depends on which GPU we are talking about.

I have a RTX 2060. Which should be mobile, right?

But then aren't Mobile GPUs also not overclockable? Mine is.

in GPU-Z lookup facility; when I click Look Up it opens up the techpowerup page for the mobile RTX 2060. But the release date of the GPU (also seen within GPU-Z) is a dead match for the Rtx 2060 desktop. Hence the confusion...
No, all dedicated Notebook GPUs have been overclockable to one extent or another, its just not normally a good thing to do because cooling is almost always limited with Laptops

Current Gen Notebook GPUs are similar in performance to their desktop counterparts, this started with the 10xx series.

The TDP of a notebook 2060 would probably be in the 130 range or so, maybe less maybe more, but regardless, the entire laptop will be limited to the max wattage of the power brick, so as i said, TDP for laptops is irrelevant.
