So uh here's what I did to make it work and connect to Steam anyway, dunno if it will work on yours tho.
What I did was I went to the Globe at Home Dashboard on browser the 192.168.254.254 url and I went ahead and logged in. Navigated to the System Settings and on the Reboot box button, but before I did that I went to my wifi icon on Windows and right clicked the Globe at Home Wifi and then chose Forget button. After that, reconnect back to the wifi and put in the SSID password. Next is I went back on the dashboard browser and hit the Reboot button. It managed to solve my problem for connections to Steam after that. Hope this helps you out.
This is what I have been doing for this stupid modem for the last 2 years and there is no other fix but only this.
