First thing to try is installing or repairing your NET Framework. Judging by the exception error code, it appears to be a NET Framework related issue.
If that fails then it'll be some of your hardware, I'd guess ram but i dunno.
When some of my hard drives went they went straight away without warning.
Not really because a Windows Reset requires that all of the files needed to do that are on the C Drive and not have any issues. However can just make a WIN10 64bit 21H2 USB flash drive and do it from there without doing a drive wipe + clean install.
Yes check each drives health with Crystal Disk Info just to be sure you don't have a failing drive. Can't hurt to run CHKDSK /F /R on each drive partition as well to verify all data, free space and if needed, mark off any bad sectors.
