A 4080 for Fallout 4, Fallout 76, Elden Ring, Dragon Dogma and Minecraft? You should get a GTX 1080 or something similar.
Cyberpunk could get a bit tricky but everything else should be fine. Pair it with a i5 10th generation and it will run all those listed games on ultra 1440p.
more ram, you can add or replace it later when you need more than 32g
more drives, you can also add them later
imho, with the x670e board, get a 2tb nvme pci-e 5, just to make use of the boards pci-e 5.0 so more lanes will be free for other devices
psu, only if you plan on using a power demanding gpu/cpu later
but 850w is more than enough for the build
but also like a $100-150 future upgrade
nvme pci-e 5.0 drives and ddr5 prices will drop and speeds will go up in the future
using filters can save a little more

I'd replace that 4080 super for an RX 7900 XTX
-thats saves a ton of money.. while you GAIN 5% performance.
I picked this model as it is a good brand, was one of the cheapest and had the 2d best boost clock.
I considered the Saphire Nitro+ thats the best amd brand and it had the higest boost clock.. but at 77 euro more thats a nope.

now how to use this money you saved...
your motherboard.. is a bad pick.. it has a crappy audiochip.. you want an alc 1220 chip.
thats why I replace it for an NZXT N7 B650E, the black version as somehow it is much cheaper than the white version.

for 30 euro more you can get the asus tuf gaming X670E.. but asus motherboards.. are hit and miss and your user won't overclock so the NZXT N7 will do nicely.
memory.. in a system like this I would add 64gb not 32.. I added a nice set.. that now also has 7 dollar discount.
I'd liked to replace that SSD for the
Lexar NM790 4TB
or the upcming Lexar NM1090 4B...
but that would need to big comprised elsewhere and the ssd you picked is fine to.
but perhaps thats an upgrade for later.

I gave you a psu that has enough watt.. the same gold rating, is also fully modulair and that still has a 12 pin connector should he ever need it in the future.
you don't need an 670X motherboard.. you aint going overclock.
and the one he picked does not even have an ALC 1220 chip.. only a ALC 1200 (which is already much better than what your motherboard had but still..)
him picking 64gb memory.. thats where we agree.. I just picked a slighly cheaper type. he seems a bit brand-obsessed. iat least here his pick was not that bad but why spend that extra 30 if you don't have too.
finally his m.2 chooice.. the samsung pro it is a good brand... a nice m.2 it is very very reliable.. but again his brand fanatism shows..
the lexor I considered is even more reliable and is also faster.
your pick is still plenty reliable and speedwise closer to the lexor than this samsung disk.
**so I see no need... to spend money here... and while I'd liked a lexor prices on this weird partpicker side are odd.. as it different from in my own nation some products are much more expensive others less.. and lexar m.2 on partpicker overcharge by 50-80% while your m.2 pick is almost halve what it cost here..

I don’t think you can do much better for the money. It’s a fantastic build with nothing to really improve.
He can do high refresh 1440p gaming or 4K + DLSS high refresh.
Just be mindful that we are getting close to 5090 and maybe 5080 but who knows when they are really coming out.
you still can pick a cheaper 4080 super... I would stay away from PNY (terrible RMA support).. but gigabyte is a respectable brand.. and their 4080 super cuts 80 euro off.
still it is more expensive than the better beforming 7900XTX

suggestions to stay in budget :
well the easiest is just to scrap that extra m.2.. you already got a 1tb m.2
than he can later add a proper 4TB m.2 stick when he needs more storage.
(it is easier to later add an extra m.2 than it is to double your ram)|
but if thats no option for you.. the only unfortunate sensible chooce is indeed to not go for 64gb of ram.. than you get this for 2050 dollar :

I stick firm to my pick for the motherboard
(the only cheaper one with the right audiochip is either the ASUS TUF Gaming X670E-PLUS WIFI (and as said asus motherboards are known for terrible quality control.. so best not).. and the Gigabyte B650 AORUS PRO AX (rev. 1.0) -> which is rev1.. and thus has no pcie gen 5.. just 4.. not what you want.
so you really want to spend the extra money on this better motherboard vs the one you picked.
That is some time away.. Q3 is announched... and more likely towards the end of that than the beginning... so that be still 4-5 months away.. now the new ryzen series and new chipset for it.. yeah those are to release in just 2-3k weeks.
so he might get a cheaper motherboard of an upgrade for that 7800x3d if he waits a while.
non x3D CPUs are coming first but those aren't faster than the 7800x3D but the 9800x3D should come out somewhere with September from what I've heard. New CPUs will also support faster RAM.
So few month away from a whole new generation potentially. On the other hand you can wait forever for better and better deals and that friend would miss out on summer gaming.
